The next move from Onatopp is to invoke her privilege as a banker. Her move was to double the bet to two million French francs, which our hero followed. He also says carte, meaning he wants to draw a third card. After that, Onatopp reveals her two-card total of five and deals a 6 with Bond.
From the perspective of a casino player, it is not the most logical encounter. There is a lot of subtext that surrounds this. Nonetheless, the film continues to endure.

La Haine
